Mining and industrial inputs from India: qualify the product before the trial order
A practical technical, testing, compliance, and trial-order checklist for Chilean buyers comparing mining and industrial suppliers in India.
A supplier can be a real manufacturer and still offer the wrong product for the application. For a mining or industrial input, the buying decision has to connect the operating conditions, exact factory, production route, test evidence, Chilean requirements, and first shipment.
Start with the operating envelope
“Equivalent to” a known brand is not a specification. Before requesting a quotation, define what the item must withstand and how acceptance will be measured:
- Material handled, chemical exposure, pressure, temperature, load, flow, speed, and duty cycle
- Site conditions such as altitude, dust, moisture, ultraviolet exposure, vibration, and storage time
- Material grade, composition, hardness, heat treatment, coating, dimensions, tolerances, and interfaces
- Applicable standard and edition, test method, units, acceptance limit, and test frequency
- Required service life, maintenance interval, spare parts, and installation documentation
Put the same specification revision on the request for quotation, purchase order, inspection plan, and test report. A catalogue code without a controlled drawing leaves room for the product to change between sample and production.
Qualify the exact factory and process
Confirm which facility will make the order and which operations it will subcontract. Record the source of critical raw materials, the production route, special processes, inspection points, measuring equipment, and records used to release a batch.
If a supplier presents a Bureau of Indian Standards licence, verify it rather than accepting the logo on a brochure. BIS explains that certification is generally voluntary but becomes compulsory for products covered by a government Quality Control Order. Its online licence portal shows fields for the manufacturer, factory address, Indian Standard, validity, status, and approved variety. Check that the licence is current and covers the exact product offered.
A BIS licence supports a claim against the Indian Standard named in its scope. It does not by itself establish compliance with the buyer’s specification or Chilean rules.
Make every certificate traceable to the goods
For each critical property, state the method, limit, sample identity, and testing frequency. A material or test certificate should identify the drawing revision, heat, batch, compound, or serial number that also appears on the goods and packing records.
When an Indian third-party laboratory is used, check the laboratory and the exact test in the NABL accredited-laboratory directory. The directory can be searched by product, material, specific test, range, or scope standard. Confirm the accreditation was valid when the test was performed and that the method appears in the published scope.
Do not accept a report solely because it carries a laboratory logo. Match the report number, sample description, test method, result, unit, acceptance limit, date, and authorized signatory to the order.
Clear the Chilean gate before production
The compliance route depends on the product. Resolve it with the Chilean importer and the operation’s engineering or safety team before issuing the order.
For personal protective equipment, Chile’s Decree 18 states that national and foreign products used or sold in Chile must meet the applicable quality requirements and have their quality controlled by authorized institutions.
For electrical or fuel products, the SEC certification system provides the search for products subject to mandatory certification and the applicable test protocols. If the item is regulated, confirm the Chilean certification route, documentation, Spanish manual, and marking before shipment. An overseas certificate may form part of a recognition route, but it is not a reason to skip the SEC process.
Other inputs may have different sector, transport, chemical, environmental, or site requirements. Do not ask the exporter to decide Chilean compliance alone.
Calculate landed cost from the exact tariff line
The Chile–India Partial Scope Agreement does not give every Indian product the same treatment. SUBREI states that Chile grants preferences to 2,099 Indian products, includes product-specific origin rules, and uses certification by an authorized entity.
Before comparing landed prices, have the importer or customs broker confirm the HS code, preference for that line, origin rule, proof of origin, remaining duties and taxes, certification cost, and inland delivery. Tie the classification to the approved technical description; a material or design change can alter the analysis.
Design the trial order to contain the risk
The trial should use the intended factory, material source, production route, and packaging. Agree in writing on:
- First-article approval and production hold points
- Witnessed or third-party tests and inspection sampling
- Batch, serial, and certificate traceability
- Preservation, export packing, and handling instructions
- Nonconformity evidence, corrective action, replacement, and payment triggers
- Field-trial quantity, operating conditions, monitoring period, and pass/fail criteria
Do not release the balance because the sample looked right. Release it when the agreed evidence shows that the production lot meets the controlled specification. For a safety-critical item, a commercial trial does not replace the operation’s engineering approval.
